WWW.GARDEN-NZ.CO.NZ Garden Garden Garden Garden Our Homes TODAY but cut cost A proposed amendment exempts garden ponds and other water hazards because they are not the focus of the Act and restricting access could be expensive. Instead owners are encouraged to restrict access to garden ponds and other water hazards where practical – even if the Act does not apply to them – because children have drowned in them. ■ More information is online at www.dbh.govt.nz/fospa-index. DROWNING STATISTICS Source: Water Safety New Zealand’s DrownBase – drowning by children up to four years outside at home, 1993-2012 (excludes drowning in the sea, rivers and streams, farm ponds, buckets, rubbish bins and indoor water hazards). ■ Numbers of young children drowned outside at home in the last 20 years: Swimming pools (56); spa pools (nine – almost none in the last 10 years); paddling pools (four – none in the last 10 years); garden pond (11); other (two). ■ Reasons why pools were non-compliant when young children drowned after going unnoticed to the pool: Gate or door to the pool area left open (39 per cent); fence not maintained and no longer child-resistant (39 per cent); pool unfenced (18 per cent). Pools were compliant in four per cent of drowning. ■ Other drowning cases: Child inside the house before they went unnoticed to the pool (65 per cent); aged two years or less (80 per cent); at their own home or in a house where they were an invited guest (92 per cent).
