Helen O’Sullivan, the Real Estate Institute of New Zealand chief executive says 2013’s winter has been the most active the market has seen for a while, with the volume of sales higher than would normally be expected for this time of the year. Also, ﬁrst home buyers are moving quickly to secure properties ahead of the Reserve Bank’s move to impose lending restrictions on buyers with lower deposits. Last week the bank announced that only 10 per cent of the value of banks’ new lending could be on loan-to- value ratios (LVRs) of more than 80 per cent. But Hayden Duncan, Harcourts chief executive says such a move will have no impact on the real housing issue of low supply. “Instead it will penalise ﬁrst home buyers who are already struggling to enter the market and have little effect on rising house prices,” he says. “Those who can afford to pay more will continue to do so.” Sales volume in Eastern Beaches was up 24 per cent to 204 in July compared with 164 the same time last year. Median prices continued to rise with the July ﬁgure reaching $705,000 compared with $592,500 the same time last year. “As far as buyers are concerned the normal winter slow down hasn’t happened this year, with volumes up on July last year, despite school holidays occurring in the middle of the month,” Ms O’Sullivan says.
